GRAND TURK, Turks and Caicos Islands; Monday, July 27th, 2009 - The Public Service Commission (PSC) and the Office of the Public Service Management (OPSM) launched the Code of Ethics and Conduct and The Competency Framework for the Public Service last Friday 24th July at the Methodist Sunday School Hall in Grand Turk.
The launch of these directives is a significant milestone in the history of the Turks and Caicos Islands Government for Vision 2012 – its journey towards achieving ‘Excellence in Service.’ Both documents are very important, as they set out clear behaviors and expectations of and for performance in the Public Sector.
The Code of Ethics not only sets out acceptable standards of how public servants should conduct business, but it also will help to increase confidence in the sector by showing external customers – “John Q Public” - that the service are committed to basic ethical guidelines in the course of our work.
“Ethics are about making choices that may not always feel good or seem like they benefit you but they are the “right” choices to make,” said Mrs. Susan Malcolm, Permanent Secretary, Human Resources. “We believe that healthy, high-performing and progressive must pay close attention to ethics and integrity. Poor ethics/behaviour in the work place can truly hurt people.”
The Competency Framework reflects the values and performance expectations that make up the unique culture of our sector; there are many competency frameworks, but like the Code of Ethics - this was designed and defined by public servants. The Framework provides consistent standards for recruitment, prioritized learning and development and performance management on the whole. They provide the avenue for public servants to be accountable, transparent, ethical and develop professionally, all of these are elements of TCIG’s core values.
It is in recognition of the importance of this event - that person were gathered and in the sprit of seeing to this being achieved.
Present at ceremony and bringing remarks were HE Governor Gordon Wetherell; Executive Permanent Secretary, Dr. Hubert Fulford; Mr. Eugene Otuonye, Chairman Public Service Commission; and Mrs. Pauline Makou, Change Manager, Office of Public Service Management.
