COMPUTERIZATION OF THE LAND REGISTRY PROGRESSES
PROVIDENCIALES, Turks and Caicos Islands; Tuesday, November 25, 2008 - On 24th November 2008, personnel from the Cayman Islands Land Survey Department arrived in Grand Turk to continue with work already started on the Electronic Land Registry Application (ELRA) and development of the National Geographical Information System (GIS).

The four-person Cayman team will be in Grand Turk for almost two weeks working closely with staff of the Computer Services Unit, Survey & Mapping Department and the Land Registry.

Aims of the visit are to:-
  • complete the requisite IT infrastructure involving the loading of Oracle and GIS software together with configuration of the same and new servers;
  • undertake the necessary steps to facilitate the migration of all the existing GIS data onto a new and more modern platform;
  • train Survey & Mapping staff in the use of new software and GIS work practices/procedures;
  • agree design and content in relation to the completion of the soon-to-be-released new interactive website tcilandinfo.tc
The contract with Government of the Cayman Islands commenced in May 2008 and is scheduled to be completed within a period of approximately one year. Key deliverables are:-

The conversion of all paper records of the Land Registry to an electronic/digital format, thereby creating a fully computerized Land Registry database linked to a multi-purpose Geographical Information System (GIS). 

The creation of a web-based interactive mapping and Land Registry system that integrates the functions of the Land Registry, Survey & Mapping and Valuation Departments and which will be a powerful land management tool giving greater and easier dissemination of Land Registry and GIS information to Government employees and the public at large.

According to Permanent Secretary, Judith Campbell, "despite the recent challenges caused by Hurricane Ike the project is on schedule and the newly constructed Land Registry Building is progressing; we are well on our way to providing more efficient and modern services to the public".

Director of Lands and Survey Cayman Islands noted "I am pleased and excited to be back in the Turks and Caicos Islands, and whilst it is appreciated that Hurricane Ike caused many difficulties, in many ways it has acted as a catalyst to amalgamate the key land departments in Grand Turk, which is central to the success of this project."
